Why dont guys know what they want?

Ok its been six years total; i been crushing on this guy hes.. the real deal smart, goal oriented, , hard working. but its been almost two years and i still livin my life but idk if he expect me to wait on him. but he told me that with college, work, school he didn have time for a serious relationship. But everytime we see each other the feeling comes back. its like we should be together but hes too busy its almost 2 years what should i do?
